I am not sure however that a meeting is now necessary. I am inclined to telegraph to the A.G. what the Promoters now propose and to say that S. of S. proposes to approve subject to the conditions in the letter of 11 June in 47081 being fully accepted.

I have to acknowledge receipt of your letter 47790/1919 of the 4th inst., and regret that Mr. Bowley's affairs in England prevented his being in London last week.
With regard to the opinion expressed by the Officer administering the Government in Hong Kong regarding the National Electric Construction Company, I can only express the opinion that there is some misunderstanding regarding the financial proposal.
It has never been suggested that the National Electric Construction Company would out of its own funds provide all the capital required for the Undertaking in question, in fact, I do not suppose that there is a Company in this country which would or could give such an undertaking. The National Electric Construction Company, however, have satisfied me, and I am prepared to say, can satisfy any other party, that it is in a position, through its financial connections, to provide the capital for the Company which is to be formed.
The National Electric Construction Company is at the present time managing some sixteen Tram and Electric Light Undertakings in England and Scotland, and the combined capital of these Undertakings is well over one million pounds sterling, all of which was secured by that Company.
